Is the Ajay Mehrotra Paper; The VAT Laggards available publically any place. Interesting topic that I suspect has to be viewed differently today than it was three years ago or even just a year ago(On the Canadian side Americans of both political stripes are pretty die hard in their hatreds of VATs).

Prof. Mehrotra says it's not ready yet. When it is, I'll be sure to post it here. It will be an interesting paper to read, was a very good presentation.
